Arseniy Yatsenyuk, former economics minister, received 426 votes from Supreme Rada deputies.
The Rada rejected Tuesday the candidacy of Volodymyr Ohryzko for the post.
Ukrainian President Viktor Yushchenko first nominated Ohryzko February 5, following the resignation of former Foreign Minister Borys Tarasyuk, a key presidential ally who actively promoted pro-Western policies during his term in office.
At the time, only 196 MPs voted for Ohryzko, with 226 votes required.
Under the Ukrainian Constitution, the president nominates the foreign minister, subject to parliamentary approval.
