According to decrees of President of the Russian Federation Dmitry Medvedev on recognition of independence of Abkhazia and South Ossetia, Russian Foreign Ministry has been commissioned to ''hold talks with the South Ossetian side on establishing diplomatic relations.'' ''The agreement reached has to be formalized in appropriate documents.'' Besides, Russian Foreign Ministry is charged with drafting a treaty on friendship, cooperation and mutual help between Russia and the two newly established states.
The text of the agreements has not been drafted yet. However, ''certain points have been cleared,'' Kommersant Daily quotes a high-ranking source in the ministry. ''We are not going to draft any special agreement on defense — security issues are to be covered in a general treaty on friendship.''
