Russia’s President Vladimir Putin has signed into force a decree scheduling elections to the State Duma (the lower chamber of the country’s parliament) for December 2nd this year.
As soon as the decree is published, election campaign will officially start. This year, a new election scheme is to be introduced: All the 450 lawmakers will be voted by party lists, to take the Duma seats parties will have to clear the new seven percent barrier. Furthermore, parties are not allowed to from blocks and groupings, and there will be no more minimum voter turnout requirement and ‘none of the above’ box in ballot-papers.
