On December, 8th, 1991 in Viskuli — residences of the Belarus government in Belovezhskay Pusha — heads of Byelorussia, the Russian Federation and Ukraine have signed the Agreement on creation the Commonwealths of Independent States (CIS). On December, 21st, 1991 in Alma-Ata heads of eleven sovereign states (except for the Baltic states and Georgia) have signed the Report to this Agreement in which the Azerbaijan Republic, Republic Armenia, Byelorussia, Republic Kazakhstan, Kirghiz Republic, Republic Moldova, the Russian Federation, Republic Tajikistan, Turkmenistan, Republic Uzbekistan and Ukraine created on the equal in rights the Commonwealth of Independent States. Participants of a meeting have unanimously accepted the Alma-Ati Declaration which has confirmed adherence of toer union republics to cooperation in various areas external and internal policy, proclaimed guarantees of pertoance of the international obligations of toer USSR. Later, in December, 1993, to Commonwealth Georgia has joined. The Commonwealth of Independent States acts the basis of the Charter accepted by Soviet of heads of the states on January, 22nd, 1993. The Commonwealth is based on the basis of a sovereign equality of its all members. The states-members of Commonwealth are independent and equal in rights subjects of international law. The Commonwealth of Independent States serves the further development and strengthening of attitudes of friendship, good neighbourhood, the interethnic consent, trust, mutual understanding and mutually advantageous cooperation between the states. The Commonwealth of Independent States is not the state and does not possess national powers. In September, 1993 heads of the states of the Commonwealth of Independent States have signed the Contract about creation of the Economic union in which the concept of transtoation of economic interaction it is incorporated, within the limits of the Commonwealth of Independent States in view of the realities which have developed in. In a basis of the Contract the understanding its participants of necessity of toation of the general economic space based on free moving of the goods, services, a labour, capitals lays; developments of the coordinated monetary and credit, tax, price, customs, external economic policy; rapprochements of methods of regulation of economic activities, creation of favourable conditions for development of direct industrial communications. Interaction of the countries within the limits of the Commonwealth of Independent States is carried out through its coordinating institutes: Soviet of chapters of the states, Soviet of heads of the governments, Inter-parliamentary Assembly, Executive committee which is the assignee of Executive Secretary of the CIS and Interstate economic Committee of the Economic union, etc. |
